§ 160.23 PLUMBING FACILITIES AND FIXTURE REQUIREMENTS.
   (A)   Scope. The provisions of this section shall govern the minimum plumbing facilities and fixtures to be provided. All plumbing facilities and fixtures shall comply with the requirements herein prescribed insofar as they are applicable.
   (B)   Responsibility. The owner of the structure shall provide and maintain plumbing facilities in compliance with these requirements. A person shall not let to another for occupancy or use any structure or portion thereof or premises which does not comply with this section.
   (C)   Required facilities.
      (1)   Dwelling units. Every dwelling unit shall include its own plumbing facilities which shall be maintained in proper operating condition, can be used in privacy, and are adequate for personal cleanliness and the disposal of human waste. The following minimum plumbing facilities set forth in this section shall be supplied and maintained in a sanitary, safe working condition.
      (2)   Toilet and bath facilities. Toilet and bath facilities shall conform to the requirements of § 152.42.
      (3)   Kitchen. Every dwelling unit shall contain a kitchen conforming to the requirements of § 152.41.
      (4)   Rooming houses. At least one toilet, lavatory basin and bathtub or shower properly connected to an approved water and sewer system and in good working condition shall be supplied for each five adults within a rooming house wherever bathroom facilities are shared. Every lavatory basin and bathtub or shower shall be supplied with hot and cold water at all times.
      (5)   Plumbing fixtures.
         (a)   General. All plumbing fixtures shall be maintained in a safe and useable condition. All plumbing fixtures shall be of approved non-absorbent material.
         (b)    Fixtures. Water supply lines, plumbing fixtures, vents and drains shall be properly installed, connected and maintained in working order and shall be kept free from obstructions, leaks and defects and be capable of performing the function for which they are designed. All repairs and installations shall be made in accordance with applicable ordinance requirements.
         (c)   Maintenance. All plumbing facilities shall be maintained in a clean and sanitary condition by the occupant so as not to breed insects and rodents or produce dangerous or offensive gases or odors.
