(A) This chapter establishes minimum requirements for the initial and continued occupancy and use of all structures and premises as rental units and does not replace or modify requirements otherwise established by ordinance which may be additional to or more stringent than the provisions contained herein for the construction, repair, alteration, or use of structures, equipment or facilities.
(B) This chapter shall apply to all rental units whether or not existing at the time this chapter is adopted.
