§ 160.11 RENTAL HOUSING CODE.
   There is established the Rental Housing Code, the purpose of which is to protect community neighborhoods and the public health, safety, and welfare in all existing and new rental units and their premises by:
   (A)   Establishing minimum maintenance standards for rental units and their premises; for basic equipment and facilities for light, ventilation, space heating and sanitation; for safety from fire; for space, use and location; and for safe and sanitary maintenance of rental units;
   (B)   Fixing the responsibilities of owners, operators and occupants of rental units; and
   (C)   Providing for administration, enforcement, and penalties.
