Each final plat submitted to the Commission for approval shall carry the following certification.
We, the undersigned, certify to the best of our knowledge and belief that the drainage of surface waters will not be significantly changed by the construction of such subdivision or part thereof, or, that if such surface water drainage will be changed; adequate provision has been made for such surface waters.
