§ 31.17 DEPARTMENT OF BUILDINGS AND GROUNDS.
   (A)   There is hereby created a Department of Buildings and Grounds to be staffed by a Buildings and
Grounds Manager and other employees deemed necessary. The Township Manager shall appoint the Buildings and Grounds Manager, who shall be affirmed by the Township Board of Trustees, and the Township Manager shall be the immediate supervisor of that employee. The Buildings and Grounds Manager shall be responsible for the hiring of any employees authorized by the Township Board, subject to approval of the Township Manager. The Buildings and Grounds Manager shall be the immediate supervisor of any employees working within the Buildings and Grounds or Parks and Recreation departments.
   (B)   The Department of Buildings and Grounds shall include the following functions and responsibilities:
      (1)   Coordinate with the Director of Public Works to township-owned parks, playgrounds and recreational facilities are adequately maintained;
      (2)   Maintain township-owned buildings, grounds and professional facilities; and
      (3)   Any other functions and responsibilities that may be assigned to the department by ordinances and resolutions adopted by the Township Board or by any directives provided by the Township Manager.
   (C)   This subchapter shall not limit the authority of the Township Board to contract for the services provided by the Department of Buildings and Grounds, the Township Board’s authority to have another governmental entity provide those services as authorized by statute or the Michigan Constitution of 1963, or establish an authority or other entity recognized by the laws of the State of Michigan.
   (D)   The Township Manager may appoint a person to serve as Acting Buildings and Grounds Manager during the period of a vacancy lasting two weeks or more in the position of a vacancy in the position of Buildings and Grounds Manager. In the event of an absence of less than two weeks by the Buildings and Grounds Manager, the Buildings and Grounds Manager may designate an individual to act in their absence.
