§ 31.11 HEADS OF DEPARTMENTS AND OFFICES; GENERALLY.
   Under the direction and supervision of the Township Manager, a department director who heads a department or office created by this subchapter will have all the duties, authority, powers, and prerogatives necessary to carry out the functions and responsibilities of the department or office and to achieve the results established by the Township Manager, including:
   (A)   Directing employees assigned to the department or office;
   (B)   Evaluating employee performance by established methods;
   (C)   Recommending the discipline, including suspension or termination, of an employee, subject to appeals to the Township Manager and Township Board pursuant to the township's Personnel Manual;
   (D)   Recommending the internal organization of the department;
   (E)   Recommending the adoption, amendment and revocation of department work rules;
   (F)   Keeping informed about the latest practices in their area of responsibilities and duties;
   (G)   Preparing and submitting reports quarterly, or more often if requested by the Township Manager, and within seven days after the end of the fiscal year to the Township Manager in the manner and form required by the Township Manager;
   (H)   Establishing a system of records and reports in sufficient detail to furnish all information necessary for proper control of department activities;
   (I)   Being custodian of public records received by the department or office, preserving and when permitted by law, disposing of public records of that department or office and providing a system of filing and indexing;
   (J)   Staffing or designating an employee to staff any committee, authority, commission, or board when so assigned by an ordinance or resolution, or when so directed by the Township Manager;
   (K)   Being responsible for manpower planning within the department;
   (L)   Being custodian of township-owned property assigned to the department or office and being responsible for its care and maintenance;
   (M)   Planning and, subject to the approval of the Township Manager, executing appropriate training for departmental personnel; and
   (N)   Recommending to the Township Manager policies and procedures designed to improve the quality of township services and operations.
