For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BUILDING DRAIN. The part of the lowest horizontal piping of a drain system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five feet outside the inner face of the building wall.
BUILDING SEWER. The extension from the building drain to the public sewer or other place of disposal.
CAPITAL FEE (formally known as connection fee or facility unit charge). Capital Fee shall be based on the present worth of the system as determined by the township and shall be reviewed from time to time. CAPITAL FEES shall be a set forth in the Township Rate Resolution.
COUNTY. The County of Saginaw in the State of Michigan.
GARBAGE. Solid wastes from the preparation, cooking and dispensing of food, and from the handling, storage, and sale of produce.
INDUSTRIAL WASTES. The liquid wastes from industrial, manufacturing, process, trade, or business processes as distinct from sewage.
INSPECTOR(S). Any person or persons duly authorized by the Township Board to inspect and approve the installation of building sewers and their connection to the public sewer.
MANAGER. The person appointed by the Township Board or his or her designee to supervise and enforce the provisions of this chapter or ordinance.
MAY. The act referred to is permissive.
NATURAL OUTLET. Any outlet into a water course, pond, ditch, lake or other body of surface or ground water.
PERSON. Any individual, firm, company, association, society, corporation or group, public or private.
PRIVATE SEWAGE DISPOSAL SYSTEM. A sewage disposal system and all associated facilities and appurtenances constructed in compliance with the requirements of township's ordinances and specifications and the Health Department and the Michigan Department of Environmental Quality and paid for by a private individual, corporation, partnership, or other legal entity
PUBLIC SEWER or SYSTEM. All facilities for collecting, pumping, treating and disposing of sewage in which all owners of abutting properties have equal rights and is controlled by public authority and is constructed by, on behalf of, or owned by the township to serve the township and its residents as well as all future improvements, extensions and enlargements thereof which carries sewage and to which storm, surface and ground waters are not admitted.
QUARTER. A consecutive three-month period and shall coincide with the water billing period for the premises if furnished water by a public supply.
SANITARY SEWER RATES. Sanitary sewer rates shall be established by resolution of the Township Board and shall be based on 1,000 gallons of water service during a quarter billing period.
SEWAGE. A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments.
SEWER. A pipe or conduit for carrying sewage.
SHALL. The act referred to is mandatory.
TOWNSHIP. The Township of Kochville.
TOWNSHIP BOARD. The Township Board of the Township of Kochville, the legislative and governing body thereof.
UNIT. With respect to sanitary sewer rates for a particular premise, shall be deemed to be the equivalent of a household. Unless otherwise provided, the number of units assigned to a particular premise shall be as established by resolution of the Township Board.
USER. Any premises connected to a public sewer and include appurtenant land and improvements.
