It shall be unlawful for any person, firm or corporation to tunnel under, or make any excavation, or drive any rod or other device into the ground, in any street, alley or other public place in the township or in any easement or right-of-way heretofore obtained or hereafter obtained by the township, without obtaining a permit from the appropriate officer of the township or from the County Road Commission or the State Highway Department. Further, no person, firm or corporation shall make any excavation in or near any water line, power line, gas line, telephone cable without first ascertaining the exact location of the utility line and without first securing a stakeout of the utility line from the person, company, firm or municipality owning or having the control over the same. Any stake-out or location of a water line, sewer line or any kind of utility line owned by the township, or in which it has an interest, shall be at the expense of the person, firm or corporation requesting the stakeout.
