§ 91.06 APPLICABLE CONSTRUCTION STANDARDS/INSPECTIONS.
   (A)   All private roads shall be built to the specifications as outlined in the County Road Commission's publication entitled, Procedures, Standards and Specifications for Plat, Condominium and Land Division Development, adopted 7-22-2003, as amended, and/or any other publication authorized by the township by resolution in the future.
   (B)   (1)   To protect the health, safety and general welfare of the residents of the township, the applicant/owners of the private road at its own expense shall pay for an inspector, designated by the township, to be present during the entire time the private road is being constructed to ensure that it is built according to the specifications as outlined in the Procedures, Standards and Specifications for Plat, Condominium and Land Division Development, adopted 7-22-2003, as amended, and/or any other publication authorized by the township by resolution in the future.
      (2)   The township, at its discretion, may establish an amount to be deposited in escrow by the applicant/owners of the private road with the township and the costs of the inspector deducted from this escrow at the township's discretion until the inspector is paid in full or the township can require the applicant to pay the inspector directly. This escrow amount is in addition to any other required developmental fees or escrows designated by the township.
      (3)   After all required fees have been paid in full and the requirements set forth in this subchapter are satisfied, the Township Engineer/Planner shall deliver to the Township Clerk a letter of completion.
      (4)   Ninety days after the Township Clerk receives the letter of completion from the Township Engineer/Planner, the township shall refund to applicants/owners of the private road, whichever deposited the original amount in escrow, any amount remaining in the escrow fund established for the payment of an inspector.
      (5)   The township takes no responsibility for the quality of work being performed as a result of this inspection requirement.
   (C)   All signage shall conform to the Michigan Manual of Uniform Traffic Control Devices and the installation and maintenance shall be at the sole expense of the applicant/owners of the private road.
   (D)   (1)   Any private road which will serve or permit access to 20 or more lots or dwelling units shall have two means of direct access to public roads. The second means of access may be used for emergency access purposes only with approval from the township and the access shall be maintained at the applicant's/owner's of the private road expense.
      (2)   Each access shall be built and maintained to the standards required for private roads.
      (3)   Where the applicant can demonstrate a hardship, the township may waive this requirement by majority vote of the Trustees present at a regularly called meeting of the Township Board.
