The purpose of this subchapter is to regulate the construction, maintenance and use of private roads within the township, the use thereof by traffic, the administration and enforcement thereof, fees to defray the administrative and enforcement costs incident thereto, and to ensure that residences, buildings and uses within the township may be accessible to police, fire and emergency services, and for other purposes.
