The schedule and timing of removal shall be subject to approval by the Manager. Unless extended by the Manager, the removal shall be completed not later than 12 months following the expiration of the term of the franchise agreement. Portions of the permittee's facilities in the public right-of-way that are not removed within the time period shall be deemed abandoned and, at the option of the municipality exercised by written notice to the permittee at the address provided for in the franchise agreement, title to the portions described in the notice shall vest in the municipality.
