The provisions of this chapter shall be liberally construed to protect and preserve the peace, health, safety and welfare of the public, and should any provision or section of this chapter be held unconstitutional, invalid, overbroad or otherwise unenforceable, the determination/holding shall not be construed as affecting the validity of any of the remaining conditions of this chapter. If any provision in this chapter is found to be partially overbroad, unenforceable or invalid, the permittee and the municipality may nevertheless enforce the provision to the extent permitted under applicable law.
