1-7-4: DUTIES AND RESPONSIBILITIES:
   A.   General Statement Of Duties: The City Clerk oversees the administrative activities of the City Clerk's office, maintains the City data processing program, functions as the City personnel officer and does related work as required.
   B.   Position Summary: The City Clerk is responsible for the general administration, development and direction of the office of the City Clerk. The work is performed with a wide latitude for technical and administrative discretion within the framework of broad policies established by the City Manager. Supervision is exercised over the work of full-time and part-time officer personnel.
   C.   Essential Duties And Responsibilities: The City Clerk shall perform the following duties and responsibilities (illustrative only):
      1.   Supervises the activities of the City Clerk's office.
      2.   Assists the Mayor, City Council and the City Manager in the discharge of their duties and attends all Council meetings.
      3.   Notifies and/or sends copies of City Council action to all person affected by its action.
      4.   Keeps records, ordinances, resolutions, deeds, bonds, proceedings, special assessments and public measures of the City Council properly indexed.
      5.   Prepares and publishes public notices in the official newspaper 1 of the City.
      6.   Issues licenses and permits pursuant to the Code of Iowa and ordinance of the City and keeps records of same.
      7.   Serves as secretary to Civil Service Commission and other boards assigned.
      8.   Assist public as necessary.
      9.   Operates the City computer system, keeps current in upgrading of system and assists others in the operation of the system.
      10.   Inputs accounts payable.
      11.   Processes all payroll records, workers' compensation forms.
      12.   Serves as City Personnel Officer and assists the City Manager with the administration of the City personnel requirements; supervises and maintains personnel records for City employees.
      13.   Assists, under the direction of the City Manager, in the collective bargaining, day-to-day grievance procedures, mediation and arbitration proceedings.
      14.   Assists with the interpretation of contract language and sees that department heads and supervisory personnel are well informed to administer the provisions adequately and effectively.
      15.   Checks existing and new employee relations policies and programs to ensure clarity of interpretation and compliance with laws and regulations governing employment, utilizing legal counsel if necessary.
      16.   Assists with staffing activities, including recruitment, placement, orientation, transfer, promotion, layoff, recall and termination of represented personnel.
      17.   Conducts annual performance evaluations of supervisory personnel.
      18.   Coordinates and assists in the administration of the employee benefit program, to include health insurance and pension programs.
