The Architectural Board of Review shall hold such meetings as may be necessary, and all meetings shall be held in the Village Hall. The Board shall adopt from time to time such rules and regulations as it may deem necessary for the performance of its duties.
The Architectural Board of Review shall promptly review and pass upon all plans, drawings and other data filed with the Zoning Inspector. No plans shall be approved without the affirmative vote of a majority of the Board. The Board shall notify the Zoning Inspector in writing of action taken in each instance, and no permit shall be issued by the Zoning Inspector except as hereinafter provided. The Clerk-Treasurer of the Village shall act as secretary of the Architectural Board of Review and shall keep or cause to be kept a complete record of all meetings and all actions of the Board.
