911.02  DEFINITIONS.
   For purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
   (a)   “Village Engineer” means the Village Engineer of the Village of Kirtland Hills.
   (b)   “Construction plans” means the maps, drawings and specifications accompanying an application or permit showing the specific location and design of improvements to be installed.

   (c)   “Curb or pavement cut” means the cutting, removal or other alteration or disturbance of existing pavement curb, berm, gutter or ditch section or the installation of a driveway over and upon the road right-of-way.

   (d)   “Public easement” means authorization by the property owner for use by the Village and for a specified purpose, of any designated part of his property.
   (e)   “Right of way” means land occupied or intended to be occupied by a street, crosswalk, walkway or other public improvement relating to public travel, access or use.
   (f)   “Sidewalk” means any walkway constructed in that portion of the public right of way or easement designed particularly for pedestrian travel.
   (g)   “Treelawn” means the area of the right of way located between the street pavement and the right-of-way line.
   (h)   “Public improvement” means any drainage ditch, roadway, parkway, sidewalk, pedestrian-way, treelawn, off-street parking area, lot improvement, or other facility for which the Village may ultimately assume the responsibility for operation and maintenance or which may effect an improvement for which the Village is responsible.  (Ord.  3-89-07.  Passed 3-1-89.)
   (i)   “Zoning Inspector” means the Village Zoning Inspector or Police Chief.
