(a) Applications for a solicitor’s permit shall be submitted with the following fees:
(1) Fifty dollars ($50.00) for each solicitor’s permit;
(2) Twenty-five dollars ($25.00) additional for each person, other than the applicant, who shall solicit within the Village under the authority of such solicitor’s permit.
(b) Such fees shall be returned in full to the applicant if the Responsible Official refuses to issue the permit for which such fees were paid, except that twenty-five dollars ($25.00) shall be retained to cover the cost of processing and reviewing the permit application.
