As used in this chapter, certain terms are defined as follows:
(a) “Solicitor” or “door-to-door salesman” means any person who sells or offers for sale any goods, wares, merchandise or services by traveling about the Village.
(b) “Charitable solicitor” means any person who requests donations, contributions, gifts, endorsements, signatures or other valuable considerations, or distributes flyers, books, information or other objects in behalf of bona-fide tax-exempt organizations by traveling about the Village. “Charitable solicitor” includes persons promoting religious organizations or beliefs.
(c) “Responsible official” means the Chief of Police.
