Notwithstanding the restrictions set forth in Section 10.3
as to disbursements from the Capital Improvement Fund, the Council by ordinances passed by not less than a two-thirds vote of all members may authorize transfers from the Capital Improvement Fund to the General Fund not to exceed five hundred thousand ($500,000) in any fiscal year.
