(a) Every person conducting, operating or keeping a hotel, motel, tourist home, tourist cabins or any other place kept, used, maintained or held out to the public to be a place where sleeping accommodations are offered for pay to transient guests, shall keep a register upon which there shall be provided space for the name and address, including the street, house number, town or city and state, the automobile registration license number, the name of the state appearing on such automobile registration license, the date of entry and the expected departure date for each and every person who rents, uses or occupies any of the rooms therein maintained.
(b) This chapter shall have no application to persons who rent or permit persons to occupy one or more rooms of their homes as the permanent residence of such guests or renters.
