§ 836.17  TESTING OF WATER WELLS.
   (a)   In addition to all other requirements of this chapter, no permit shall be issued for the drilling of a well until the applicant, at the applicant's sole cost and expense, has caused each and every water well located within 2,500 feet from the center of the proposed well to be tested for rate of flow, if the well owner desires such test, and tested by the Lake County General Health District, or other agency or laboratory approved by the Environmental Protection Agency (EPA) and the City Engineer, for the following parameters: chloride, calcium, magnesium, sodium, iron, barium, total dissolved solids, potassium, strontium, manganese, nitrate and sulfate. Such test should also provide for the recording of any odor of sulfur. The laboratory results of such tests shall be maintained as a permanent record of the city.
   (b)   Within 30 days after the commencement of the actual drilling operation, and not less than every 30 days thereafter for a period of one year, the permit holder shall, at the permit holder's sole cost and expense, cause three water wells located down-gradient from the center of the gas and oil well, as determined by the City Engineer, to be tested by the Lake County General Health District, or other agency or laboratory approved by the EPA and the City Engineer, for the following parameters: chloride, calcium, magnesium, sodium, iron, barium, total dissolved solids, potassium, strontium, manganese, nitrate and sulfate. The results of such tests shall be provided to the City Engineer and maintained as a permanent record of the city.
