§ 836.09  DRILLING NEAR BUILDINGS AND RIGHTS-OF-WAY; FIRE EXTINGUISHERS AND EQUIPMENT REQUIRED.
   No person shall erect or use a drilling rig within 300 feet of a building in the city without first obtaining, in writing, the consent of the owner of such building. The measurement shall be made from the center of the proposed well. Every drilling rig shall be equipped with a "hospital" or extra quiet-type muffler and a fire extinguisher maintained in good condition. No person shall drill any gas or oil well within 300 feet of any railroad right-of-way, street or highway as measured from the center of the proposed well to the nearest point of the right-of-way or dedicated portion of the street or highway.
