Upon receipt of an application for a license required by this chapter, accompanied by the proper fee, the City Clerk, by and with the written approval of the Director of Public Service, if approved by another office or department is not required, shall forthwith deposit the fee in the Treasury and issue to the applicant a proper license certificate signed by the City Clerk and the Director. If for any reason the license is not issued, the fee, less five dollars ($5.00) to cover expenses of considering such application, shall be returned to the applicant.
