There is hereby established a Sewage Treatment Division in the Department of Public Service, the purpose of which is to manage, conduct and control sewage treatment facilities located in Hickory Hill Colony Subdivision, Shenandoah Valley Estate Subdivision, Rockwood Ledges Estate Subdivision and certain other sewage treatment systems which may be established in the future in the city. Such Sewage Treatment Division shall be comprised of the several individual sewage treatment facilities.
