(a) Any two of the following officers may execute checks or other withdrawals of funds of the city from the city bank account: the Mayor, the Director of Finance and the President of Council.
(b) The Mayor, the Director, the President of Council and the Clerk of Council are hereby authorized to execute any document required by the bank to permit such withdrawals.
