The President of Council shall at all times preserve order and decorum. He or she shall decide questions of order, subject to an appeal to Council by any member. No member shall speak more than once on such an appeal. If procedural questions arise which are not provided for by general law or by ordinance, Robert's Rules of Order, Revised, shall govern.
