The President of Council and the President Pro Tem shall be elected by Council at its yearly organizational meeting, in accordance with Article I, § 4, of the City Charter. The President or, in his or her absence, the President Pro Tem, shall take the chair at a meeting of Council and shall call Council to order. A quorum being present, Council shall proceed with the order of business.
