(a) Within three business days after nominating petitions of candidates for office in the city are filed with the Board of Elections on the ninetieth day before the day of the general election, the Law Director shall examine the registration records of each such candidate to determine if such candidate has been a qualified elector for a period of time which complies with the City Charter.
(b) The Law Director shall immediately notify the President of Council of the results of his or her findings and if any proposed candidate appears not to hold the necessary qualifications to comply with the City Charter, then the President of Council shall immediately call for a special meeting of Council in accordance with § 220.02.
(c) At such special meeting, the results of the Law Director’s findings shall be made known to Council as a whole and the President of Council shall propose a resolution requiring a member of Council, who is a qualified elector eligible to vote for such candidate who does not meet the requirements of the City Charter, to file written protests against the nominating petitions filed by such candidate in accordance with Ohio R.C. 3513.263.
