All motor vehicles, self-powered construction equipment and trailers, either owned or possessed under a lease purchase agreement by the city, with the exception of undercover police vehicles, shall be conspicuously marked with the name of the city and the department of the city to which the vehicle belongs. The city and the department name may be incorporated into an emblem.
