No operator or owner of a vehicle shall park or permit the parking or remaining of such vehicle on any alley, street or highway in the city, from 1:00 a.m. to 8:00 a.m., except that a driver may stop temporarily during the actual loading or unloading of passengers or cargo or when directed to by a police officer or traffic control signal.
