§ 448.02  TRAFFIC REGULATIONS.
   (a)   Compliance with police officers. No person shall purposely or knowingly fail or refuse to comply with any lawful order or direction of any officer with authority under this chapter to direct, control or regulate traffic.
   (b)   Right-of-way of emergency and public safety vehicles. The driver of a vehicle shall yield the right-of-way to an emergency or public safety vehicle by moving to the side of the road and remaining there until such emergency or public safety vehicle has passed.
   (c)   Traffic signs, signals and markings. The Arboretum shall place and maintain such traffic control signs, signals and markings as it deems necessary for the safe regulation and orderly movement of traffic. All traffic control devices shall conform to standards established in the Ohio Manual of Uniform Traffic Control Devices. All traffic control signs, signals and markings placed by the Arboretum shall be approved by the Chief of Police.
      (1)   No person shall fail or refuse to comply with any such traffic control sign, signal or marking.
      (2)   No person shall alter, deface, injure, knock down or remove any such traffic control sign, signal or marking.
   (d)   Speed restrictions. No person shall drive a motor vehicle over any road or drive within the Arboretum at a speed greater than the posted speed limit, or at a greater speed than will permit him or her to bring it to a stop within the assured clear distance ahead.
   (e)   Reckless operation. No person shall operate a motor vehicle in any manner so as to endanger life or property.
   (f)   Accidents. The driver of any vehicle involved in an accident resulting in the injury or death of any person or damage to any property of another shall immediately stop such vehicle at the scene of such accident and remain there until he or she has complied with the following requirements:
      (1)   He or she shall render such aid as is possible to any person injured, including arranging for the transport of such injured person to a hospital, if necessary;
      (2)   A.   He or she shall, upon request, give his or her name, address and the identification number of his or her vehicle, and exhibit his or her driver's license to a member of the Arboretum security force, a member of the Police Division of the city, and any other person involved in the accident.
         B.   Within 24 hours of such accident, the driver of any such vehicle shall file an accident report with the Executive Director of the Arboretum. The Executive Director of the Arboretum shall forward a copy of such report to the Police Division of the city.
   (g)   Mufflers. Every motor vehicle with an internal combustion engine shall, at all times, be equipped with a muffler in good working order and in constant operation, and no person shall use a muffler cutout, bypass or similar device upon a motor vehicle in the Arboretum.
