§ 1248.14  TELEPHONE AND ELECTRIC SERVICE.
   (a)   Utility lines for telephone and electric service shall be placed underground in all subdivisions.
   (b)   The preliminary plat shall be submitted to all utility companies serving the subdivision for their recommendations.
   (c)   Utility easements 12 feet in width for communication, electric power and street lighting distribution lines and facilities shall be provided on all front lot lines and along certain side or rear lot lines where necessary.
   (d)   Prior to the granting of final approval, the subdivider shall have installed or furnished adequate bond for the ultimate installation in accordance with the requirements of the following:
      (1)   Underground communication cables;
      (2)   Underground distribution cables for power and street lighting from a common distribution system, and the equipment and housing necessary in the operation of the distribution system; and
      (3)   Adequate provision for street light lamps and standards in accordance with a design approved by the Planning and Zoning Commission.
   (e)   The Commission may authorize a variance from this section when undue hardship may result from strict compliance herewith. In granting any such variance, the Commission shall prescribe only conditions that it deems necessary or desirable for the public interest and only if it finds that there are special circumstances or conditions affecting such property such that the strict application of this section would deprive the applicant of the reasonable use of his or her land.
