When a portion of the improvements has, upon inspection by the City Engineer, been satisfactorily completed, a reduction in the bonds or a partial withdrawal of funds relating to the estimated costs of such completed improvements may be authorized; provided, however, that, all requirements of § 1248.01 have been properly executed.
