§ 236.12  ANNUAL ROAD PLAN.
   (a)   The Mayor shall annually furnish and present to the City Council, a Comprehensive Road Plan to be included with the submission of the annual budget referred to in Article II § 7 of the Kirtland City Charter.
   (b)   To facilitate the annual preparation of a Comprehensive Road Plan, the Mayor, is authorized to retain the services of such professionals and/or expert consultants as are determined necessary by the Mayor to formulate a reliable Comprehensive Road Plan and to expend such municipal funds as are necessary to compensate such professional and/or expert consultants for that purpose.
   (c)   The Comprehensive Road Plan at the minimum shall contain the following:
      (1)   A Pavement Condition Rating (PCR) Report performed in accordance with the Ohio Department of Transportation to a pavement Condition Reading Manual;
      (2)   The anticipated available funding for the upcoming paving and road maintenance season;
      (3)   A listing of roads expected to be reconstructed, repaired and maintained for each construction and repair season;
      (4)   The funding mechanisms and/or means by which the anticipated and upcoming road repairs will be funded;
      (5)   A ten-year Road Project Plan, that prioritizes all roads and estimated costs and funding mechanisms by year.
   (d)   Annually, the administration and City Council shall determine the method and funding to accomplish the work set forth in the Annual Road Plan.
   (e)   Prior to commencement of any road project proposed to be performed by the city Public Works Department, the cost of which will exceed the amount of the twenty-five thousand dollars ($25,000) as specified in § 236.02(c), a resolution for an appropriation request shall be submitted to Council for approval. The appropriation request shall contain an estimate for material, labor, and benefits for the work to be performed by the city Public Works Department and at least two alternate estimates for each project. Upon completion of each road project, a detailed summary of the actual costs shall be submitted to Council for review.
