Where 60 percent or more of the aggregate street frontage between two successive intersecting streets is occupied by buildings of the type and use permitted in the district before the effective date of this Zoning Code or an amendment thereto, the average setback of conforming buildings located within 300 feet on either side of a lot proposed for development shall be the minimum front yard setback required for that lot.
