No owner, occupant or operator of any premises shall maintain or permit to be maintained at or on the exterior areas of such premises any condition which deteriorates or defaces the appearance of the neighborhood, adversely alters the appearance, or which is a public nuisance or health hazard, including but not limited to the following:
(a) Broken or dilapidated fences, walls or other structures;
(b) Improperly maintained walks, including public sidewalks and ramps, or driveways, or driveway aprons, creating a hazardous condition;
(c) Out-of-use or nonusable, dilapidated appliances, boats, trailers and motorized vehicles or parts thereof;
(d) Broken, dilapidated, or unusable furniture, mattresses, rugs, or other furnishing; plastic materials, paints, miscellaneous coverings and/or any other materials, including those described in this section placed at or on the premises in such a manner as to be patently unsightly, grotesque or offensive to the senses;
(e) Lawns, landscaping and driveways shall also be maintained so as not to constitute a blighting or deteriorating effect in the neighborhood. The aprons of driveways and the driveways shall be repaired and maintained in accordance with specifications prescribed by the City of Kirtland;
(f) No motor vehicle shall be parked upon or within the front yard setback of the premises except upon driveways, parking lots, in garages or on areas improved for vehicular use, unless pursuant to a permit to sell a motor vehicle as allowed and as set forth in § 1268.01;
(g) Any broken, rusted, deteriorated or decayed fence, yard enclosure or other device or structure located in the yard area shall be repaired, removed or replaced;
(h) Ground surface holes, cracks, excavations, breaks, projections and obstructions at any place on the premises which, in the opinion of the Zoning Inspector or other responsible official, are a hazard to persons using the premises shall not be permitted;
(i) As defined in § 660.12 of the Codified Ordinances of the City of Kirtland, automobile parts; motor vehicle or vehicles in an inoperable condition; motor vehicle or vehicles unfit for further use; refuse; rubbish; scrap metal; or used building materials; and
(j) Building or construction materials such as wood, stone, brick, cement block, asphalt, concrete, sewer pipe and/or such similar materials ordinarily used or useful in the erection or construction of any building, structure or improvement, which are not being stored for the purpose of the immediate use by the owner of the premises upon the premises for the purposes for which the building or construction materials were manufactured, made or designed.
