When a building is found to be unsafe (upon inspection by and in the judgment of at least two of the following individuals: the Mayor, the Fire Chief, the Zoning Inspector, and the Building Inspector), a written order shall be served upon the owner of the property by the Mayor, the Fire Chief, the Zoning Inspector or the Building Inspector, stating that the building is unsafe and that repairs must be made, or the building must be demolished, within 30 days after receipt of such notice. No person shall fail to comply with such notice within the stipulated period.
