§ 1450.03  STRUCTURES REQUIRING TIE-INS TO SEWAGE TREATMENT PLANTS PROHIBITED.
   (a)   The building of any structure which requires a tie-in to a new package sewage treatment plant or to an expanded existing package sewage treatment plant in the city in order to make such building inhabitable is hereby prohibited.
   (b)   The Building Inspector is hereby ordered not to issue a building permit or a certificate of occupancy and the Zoning Inspector is hereby ordered not to issue a zoning permit for any home whose sanitary facilities depend on a new package sewage treatment plant or an expanded package sewage treatment plant in the city.
   (c)   This section shall remain in effect until the city has determined, through engineering studies or other means, and until Council is advised, that additional existing sanitary package plant facilities, or the expansion of existing sanitary package plant facilities, will not be injurious to the public health and welfare of the community, and that a plan has been developed by the City Engineer for the maintenance of new and old sanitary package plants within the city.
