If the moving of a building or structure cannot be completed and such building or structure cannot be safely moved further, while blocking any portion of any street, alley, sidewalk or other public place, and it appears after 48 hours of such stoppage that the mover is either unable or unwilling to rectify the situation or continue the move, and if reasonable alternatives cannot be immediately resolved with the Director of Public Service, the city may call the bond and use the funds to either demolish and remove the building or structure or pay for an alternate mover to complete the job.
