The mover of a building or structure shall be directly responsible for interference with wires, cables, pipes and other property of public utility companies, the city or other persons; shall check in advance with such utility companies, with the city or with other persons to comply with requirements and regulations; and shall return such property to its original condition after completing that portion of the move.
