No person shall move a building or structure on, through or over a street, alley, sidewalk or other public place in the city without first having obtained a permit therefor from the Zoning Inspector. Application for such a permit shall be in writing to the Inspector and shall set forth the proposed route and the number of days it is intended that the building will occupy a portion of a street, alley, sidewalk or other place.
