§ 1299.02 INITIATION OF ZONING AMENDMENTS.

   Amendments to the Zoning Ordinance may be initiated in one of the following ways:

   (a)   By the filing of an application to the Planning and Zoning Commission by the owner or person authorized by the owner within the area proposed to be changed or affected by the amendment;

   (b)   By the adoption of a motion by the Planning and Zoning Commission; and

   (c)   By the passage of a resolution by City Council.
