(a) All department heads, as may be specified by Council, shall be instructed, in writing, to attend one Council meeting per month, as shall be stipulated by Council, for the purpose of reporting on activities of their departments and responding to inquiries of Council members and/or members of the community.
(b) Failure of such a department head to attend such a meeting, as instructed, without reason acceptable to a majority of Council, shall result in a suspension of the department head for one day without pay for the first offense, two days without pay for the second offense and immediate dismissal for the third offense.
