The city hereby abolishes the merit increase program. A present employee who is receiving a merit increase shall continue to receive such merit increase as previously awarded. However, any such merit increase is not a permanent award but was awarded for superior performance. If an employee's performance drops below standard, the merit pay increase may then be reduced.
