(a) The Planning and Zoning Commission shall approve or disapprove the final plat within 45 days after it has been filed. The failure of the Commission to act upon the final plat within such time shall be deemed approval of the plat. If the plat is disapproved, the grounds for disapproval shall be stated in the records of the Commission and a copy of such statement shall be forwarded to the subdivider.
(b) The subdivider shall be notified of the final approval of the plat by the Commission. The final plat shall be signed by the Secretary of the Commission and shall then be recommended to Council for approval.
