The following procedures shall apply as part of the requirements of Chapter 1262 for issuance of a zoning permit for construction of, changing the use of or altering any building, including accessory buildings, or changing the use of any premises.
(a) The proposed construction, alteration or change of use shall be located on a one inch equals 1,000-foot scale base map of the city.
(b) The Environmental Quality Overlay Districts shall be examined to determine if any of the environmental elements are included within the boundaries of the property for which a zoning permit application is being made.
(c) If it is determined that the property in question does apparently encroach upon any or all of the environmental elements, the Zoning Inspector shall request a review of the application by the Planning and Zoning Commission.
(d) The Commission shall carefully review with the applicant the intent of the Environmental Quality Overlay Districts and review with the applicant the purpose of the zoning permit application.
(e) If it is determined by the Commission that the proposed construction, alteration or change of use will encroach upon any or all of the environmental elements, the Commission may impose necessary and reasonable conditions upon the issuance of the zoning permit to help ensure that the appropriate environmental elements are protected and preserved to the extent possible.
