(a) Council hereby consents to the inclusion in the County Garbage and Refuse District No. 1 of all of the lots and lands in the city and requests that the Board of County Commissioners revise the boundaries of such District to include such lots and lands.
(b) Council shall determine whether or not it will contract to use any disposal facility constructed or otherwise acquired to service such District when the amount of charges for such use can be ascertained.
