(a) No person shall maintain a septic system or a similar device in the city so as to create a nuisance or condition detrimental to the health, safety or well being of a person or so as to pollute the environment.
(b) The owner, agent, lessee, tenant or occupant who owns, possesses or uses such a septic tank or similar device in the city shall have the septic tank or similar device cleaned and pumped not less than once every three years.
(c) This section is not intended to replace or usurp any regulation, legislation or duty of the County Health Department or any other governmental authority but is intended to act as an extension thereof.
