Should the city, or any public authority or agency acting with the consent of the city, require the relocation of any mains, appurtenances or waterworks facilities through which the Ohio Water Service Company is furnishing service in the city, in order to accommodate a change of the grade, widening or relocation of a street or highway, or the construction of storm or sanitary sewers, the company shall make all necessary relocations without delay, and the company shall pay and hold the city harmless for all expenses incurred by the company so doing.
