Water mains, appurtenances and waterworks facilities heretofore or hereafter constructed by the Ohio Water Service Company shall be the property of the company. The company shall require that the title to mains, appurtenances and waterworks facilities hereafter constructed by third parties be conveyed to the company as a condition of the company's serving and maintaining them.
