The Ohio Water Service Company shall establish specifications, shall inspect and approve all construction and extensions of distribution and local service mains in the city and shall supply water to all persons connecting into such mains who comply with the company's rules and regulations for obtaining service. The company shall submit to the city for inspection the plans and specifications for the construction of all mains or waterworks facilities within the city, so that the city may have the opportunity of consulting with the company with respect to plans and specifications prior to the commencement of construction.
